For the record, I noticed that the issue is not only in Chrome, but also in Firefox. It's a specific site, not just the OS.

It's not only a Chrome issue, it is not related to URL and not an issue related to the server.
This is only a Chrome issue that occurs when checking the network tab in the dev tools while pressing F5 in your development machine. I was first seeing it on my laptop, but have since reproduced the issue on multiple machines.
To get this kind of behaviour:
open DevTools.
open the Network tab.
Close the Network tab (you don't have to click anything to do this).
Save the project and reload.
You will see the page loading without any errors.
Click F5, the page will reload, and the Network tab will update.
Click Refresh, the page will reload and the Network tab will update again.
You will see the url change to, say ""
Press F5 again, you will see the request fail with a 404.
Clicking Refresh a few more times will not work.
Now try to go back to the dev machine and reload the page. This time you will get the original page. The Network tab is now empty.
This issue was never reported in any of the other browsers.
The response headers are mostly identical.
